Solar Homes Program
The primary rebate available through the Solar Homes Program is the Solar Panel (PV) Rebate, which offers $1,400, along with the option of an interest-free loan of the same amount.
To be eligible, you must work with a Clean Energy Council (CEC) Accredited Retailer, who will upload your quote to the Solar Victoria portal. Once submitted, you'll receive an email outlining the documentation required for approval. While not everyone qualifies, the program does extend to renters and community housing residents—with the landlord’s consent.
Eligibility Criteria for the Solar PV Rebate:
Victorian households may qualify if they meet all of the following conditions:
Own an existing home or a home currently under construction
Have a combined household taxable income under $180,000 per year (verified by an ATO Notice of Assessment)
Have not previously received a solar PV or solar battery rebate through the Solar Homes Program
The property (existing or under construction) is valued at less than $3 million
The property address has not received a solar PV or battery rebate in the past
The home does not currently have a solar PV system installed
That’s the gist of it. There are some restrictions on eligible solar products—only those on the approved list are allowed—but working with a trusted, accredited provider ensures compliance and a smooth process.

Solar Victoria Rebates
Solar Victoria offers a wide range of rebates for both homeowners and businesses, divided into two main categories: the Solar Homes Program and the Solar for Business Program. Each program has specific eligibility criteria, especially the Solar Homes Program, which provides additional benefits for qualifying households. Small-Scale Technology Certificates (STCs)
Nearly all customers are eligible for Small-Scale Technology Certificates (STCs), which are typically managed by your CEC Accredited Installer or Retailer and factored into the system’s price. This is a national rebate and is calculated based on the size of the system (in kilowatts) and your location.
For example, a 6.6kW system in postcode 3222 generates approximately 72 STCs. The value of each certificate can vary but has recently traded around $39—with a maximum set price of $40. That means 72 STCs could be worth around $2,808.
The STC program began in 2016 and is phased down each year, so the number of certificates (and their total value) will continue to decrease over time. Be sure to confirm with your installer how the STCs are calculated and applied in your quote.

It offers an upfront discount of around 30%. Expect to work out to be around $335 per usable kilowatt-hour based on a $36 Small-scale Technology Certificate (STC) value after accounting for transaction and administration costs of selling the certificates. The rebate will decline annually until the scheme ends in 2030.
